Richmond County Inmate Release Records
A Richmond County release can mean a return to the community, but it can also mean a transfer. Northern Neck Regional Jail, or NNRJ, is the regional jail serving Richmond County. Its roster covers current custody. Once a person leaves NNRJ, the name may disappear whether the person posted bond, completed a term, entered pretrial supervision, moved to a Virginia Department of Corrections prison, or went to another authority. Sheriff Stephan B. Smith's Richmond County office makes arrests and performs court and civil duties, but does not operate the jail.
State prisoners at Haynesville Correctional Center follow VADOC records. Federal pretrial detainees housed by agreement at NNRJ may remain in U.S. Marshals Service custody. An immigration hold may create another handoff. The sound statement is narrow: an NNRJ record can show departure from NNRJ, while a VADOC document can show release from VADOC. Neither record alone proves that every other hold ended.

Richmond County Release Types
The release reason determines where the next reliable record appears. Court disposition can explain a bond, dismissal, acquittal, time-served order, or suspended sentence. A felony commitment can instead explain a transfer to VADOC. Parole is a prison release with supervision, while probation does not by itself identify the exact day someone left confinement. A federal or immigration transfer remains custody even though the local jail relationship ended.

A court order provides legal authority, but the jail still must receive and process it. That is why the order time and physical departure time can differ.
Richmond County Release Record Fields
NNRJ does not publish a historical release database or promise a fixed online field set. A focused request can seek the existing booking sheet and custody movement record. The custodian decides which maintained fields are releasable. Ask for enough identifiers to separate people with similar names and for the movement details that distinguish release from transfer.

VADOC uses different documents. A person satisfying a state sentence receives a notification-of-release letter and signs the applicable Order of Release, Conditions of Probation, or Conditions of Parole with a staff witness. Those executed papers are stronger proof than an anticipated date.
Note: Request the destination field because a recorded exit may identify another custodian rather than a return to the community.
Request Richmond County Release Records
The NNRJ FOIA office is the correct local custodian for a regional-jail movement record. NNRJ publishes email, mail, and in-person channels. No statement of purpose is required. A narrow request is easier to search and less likely to create avoidable cost.
- Identify the person, approximate custody dates, and any known booking or case number.
- Ask for the booking sheet and the movement entry showing actual release or transfer date, time, reason, and destination. Request the booking photograph only if needed and maintained.

Richmond County Release Record Law
Virginia Code § 2.2-3704 governs requests to covered public bodies. It calls for reasonably specific requests and permits actual access, duplication, supply, and search costs. An agency need not create a release list or report it does not maintain. A deposit may be required if expected charges exceed $200. Time can pause while the requester considers an estimate.
Release information is not automatically unlimited. Investigative, medical, victim, security, juvenile, sealed, or expunged material may be restricted. Virginia's sealing and expungement systems are date-sensitive in 2026. A public entry that vanishes after a lawful seal cannot be treated as evidence that custody never occurred. The Richmond County Circuit Court, not an unofficial archive, is the sound source for current forms and case-specific filing rules.
Note: A sealed public entry cannot be bypassed by relying on an old unofficial copy of the same Richmond County record.
Find Richmond County Released Inmates
A complete Richmond County released inmate search follows custody, not just a name. Begin with the last known custodian. Use a positive release, transfer, court, or supervision record whenever possible. A roster absence is only a lead. NNRJ publishes no verified 24-hour or 72-hour release feed, post-release roster retention period, or recent-release mobile app, so no official online list fills the historical gap.
- Search the NNRJ current roster. A reliable match means the person is still reported in NNRJ custody.
- If absent, call NNRJ at (804) 333-6419. For a release expected that day, use (804) 250-1750 and ask whether processing, release, or transfer applies.
- Check VINELink for a Virginia jail custody event and compare the person and reporting agency carefully.
- Search both Richmond County adult court levels for the order or disposition that explains the change.
- If there was a state commitment, use VADOC. If custody was federal or immigration-related, use the responsible federal system.

VADOC Richmond County Release Search
The VADOC Inmate and Supervisee Locator is the correct first public search for Haynesville prisoners and state-responsible people. It includes current VADOC prisoners, current probationers and parolees, some people in local or regional jails under VADOC authority, and other stated groups. It is updated daily, but VADOC warns that information may be inaccurate or stale. A person who completed all custody and supervision may fall outside its published scope.

Do not invent a “Projected Release Date” result field. Public VADOC pages use release date, while Victim Services distinguishes Anticipated Release from Actual Release. Confirm departure through signed release documents, a current community-supervision placement, or another timely custody event.
Note: A community-supervision location supports release from prison, but it is not the later date of final supervision discharge.
When NNRJ Releases Richmond County Inmates
NNRJ publishes no fixed release hour. Staff must first receive court paperwork and finish internal processing. The jail asks callers to use (804) 250-1750 on the day of release because it cannot promise an exact time. That practical check matters when a court docket already shows an order but the roster has not yet changed.
Stored booking property is returned at release. A remaining account balance can be collected only during business hours. No official source states a release exit, family waiting point, weekend rule, taxi policy, or gate payment. Those details should be confirmed with NNRJ rather than borrowed from another jail.

Getting Home After Richmond County Release
Bay Transit serves Richmond County and accepts trip-planning calls at 1-877-869-6046. No official source confirms a scheduled NNRJ stop or a guaranteed pickup. It is therefore a call-ahead transportation lead, not a promised ride. The Warsaw office is at 111 Commerce Parkway and can be reached locally at (804) 250-2019.
VADOC has a different release policy for state prisoners. It can arrange approved pickup or public or bus transportation as part of state facility release. That VADOC practice must not be attributed to NNRJ. First identify which institution is releasing the person, then confirm the practical plan with that institution.
Richmond County Release Reporting Deadline
NNRJ PreTrial Services creates a local post-release clock. A Richmond County defendant referred to the program must contact Amy Stowell by the next business day after release from court or confinement. The office uses NNRJ's right-side entrance as viewed from the parking lot and operates weekdays from 8:30 a.m. to 4:30 p.m. The contact number is (804) 333-6031.
Pretrial supervision means the case is still pending. It is not probation, parole, sentence discharge, or proof that the case ended. The referral and reporting duty can corroborate community release for an enrolled person, while the NNRJ movement record establishes the jail event.
Note: The next-business-day reporting rule applies only to a person actually referred to NNRJ PreTrial Services.
Richmond County Release Planning Support
NNRJ's Offender Re-Entry and Transition Services works with people preparing for release and those already back in the community, subject to available funds. Its documented work includes release planning, help with identity documents, education and life skills, and referrals to other agencies. The program recommends contacting the case manager about 90 days before release.
This program is distinct from proof of release. Participation can help plan the transition, but custody status still comes from NNRJ, VINE, the court, or the receiving agency. A case manager should not be substituted for the official release record custodian.
Richmond County Release Property Records
NNRJ returns inventoried booking property when a person is released. VADOC follows its own state-prison process and can return a property envelope containing identity or educational documents. Virginia law also requires specified identification assistance for qualifying people confined at least 90 days. These practices matter because the correct custodian depends on where confinement ended.
An error in an NNRJ release record should be raised with NNRJ. An error in a VADOC document belongs with VADOC. An unofficial search service cannot revise the agency record. Keep the source response, request a correction through the originating office, and avoid merging two agencies' records simply because the names match.
Note: Property practices differ by facility, so identify the releasing custodian before asking where documents or funds can be collected.
Richmond County Release Court Search
Richmond County users often need two adult court levels. General District Court records cover misdemeanors and felony preliminary activity. Circuit Court records supply felony indictments, dispositions, sentencing, appeals, and later revocation matters. Search the Virginia Find a Case resources by name and locality, then compare case number, charge, hearing dates, and disposition.
Virginia does not offer complete statewide circuit coverage. When an online result is missing or abbreviated, contact the Richmond County Circuit Court clerk at 101 Court Circle, Warsaw, (804) 333-3781. A dismissal, bond order, time-served sentence, or commitment can explain why custody changed. The court record normally cannot establish the exact moment the jail carried out the order or whether another hold applied.
Richmond County Release Notifications
Virginia Jail VINE through VINELink covers participating local and regional jails and is the relevant notification path for an NNRJ detainee. Search one person, compare identity and agency, then read the custody status or event. Release from the reporting jail can still be a transfer. A missing VINE result is not a historical release record.
VADOC state-prison notices use separate NAAVI registration. A local VINE registration does not transfer automatically when someone moves into VADOC. Eligible victims must register again through the state system, which distinguishes Anticipated Release from Actual Release. BOP covers sentenced federal prisoners from 1982 forward, while ICE ODLS includes current immigration detainees and releases within the prior 60 days. Each system proves only its own custody event.

- Left BOP custody?
- Use the BOP locator, but its result does not resolve other custody or federal supervision.
- Recently released by ICE?
- Use ICE ODLS within its sixty-day window; the public tool excludes minors.
Note: Preserve the agency name with each result because “released” has meaning only within that custodian's system.
Haynesville Closure Was Not Release
Haynesville Correctional Unit #17 closed in 2024. VADOC expressly stated that affected prisoners were relocated to other state facilities based on security level and classification. The closure date is not a Richmond County inmate release date. A historical Unit #17 record must be followed through the VADOC locator and facility history.
The active Haynesville Correctional Center remained open in Richmond County. Confusing the two facilities can create a false release claim. Haynesville Correctional Center records use the statewide VADOC release chain, not NNRJ's local roster.
Richmond County Release Facilities
Northern Neck Regional Jail is the normal local custody point for Richmond County. Haynesville Correctional Center is an active VADOC state prison physically in the county. Haynesville Correctional Unit #17 is a closed historical state unit. A federal detainee can also be housed at NNRJ while remaining under federal legal custody.
