Northern Neck Regional Jail, commonly called NNRJ, is the normal local detention starting point for Richmond County. The regional authority also lists Northumberland, Westmoreland, Gloucester, and the Town of Warsaw among its member jurisdictions. Richmond County Sheriff Stephan B. Smith's office is an arresting and law-enforcement agency, but NNRJ is the jail operator and the main custodian for its booking and movement records.
A person can leave NNRJ on bond, pretrial release, time served, completion of a local sentence, dismissal, or another court order. Departure may instead be a transfer to VADOC, another jail, the U.S. Marshals Service, or another authority. The current roster dropping a name does not distinguish those outcomes. A precise finding should say that NNRJ recorded release or transfer on a date, then identify the next custodian when the movement record supports one.

NNRJ says it responds within five working days or may invoke seven more working days with written explanation. Charges reflect actual copying, search, and preparation costs. No fixed photo or release-report fee is published, so request an estimate before work exceeds a stated amount. NNRJ must receive the court paperwork and complete its own processing before a person leaves. The jail promises no fixed release hour. Its family-services guidance directs day-of-release callers to (804) 250-1750. A docket entry can precede physical departure because staff still need the operative paperwork and must clear the person through the facility process.
Stored booking property is returned at release. Any remaining account balance can be picked up only during business hours. NNRJ does not publish a guaranteed exit door, family waiting location, weekend or holiday schedule, gate payment, or transit pickup. Call ahead about those practical matters. Bay Transit serves Richmond County at 1-877-869-6046, but no official source confirms a scheduled stop or guaranteed ride from the jail.

Northern Neck Regional Jail History
NNRJ opened in July 1995 with 198 beds. The facility expanded to 268 beds in 1996 and 460 beds in 2000. Northumberland County joined the authority in 2000, followed by Gloucester County in 2016. Those figures describe the regional jail's growth and membership, not present occupancy or a release count.
The authority structure explains why a Richmond County release request begins with NNRJ instead of the Sheriff's Office. It also means a roster may contain people tied to several member jurisdictions. Compare the case locality and identifiers, not just the person's name.
Northern Neck Jail Release Orders
Richmond County's two adult court levels can explain why NNRJ custody changed. General District Court handles misdemeanors and felony preliminary matters. Circuit Court handles felony indictments, final dispositions, sentencing, district-court appeals, and later revocation proceedings. Search both levels when the case history crosses them. A bond order, dismissal, acquittal, time-served sentence, suspended sentence, or state commitment can point to the legal basis for release or transfer.

A court entry explains authority, but it normally does not show the exact minute NNRJ carried out the order or whether an unrelated hold delayed departure.
Compare the court case number, charge, disposition date, and identity with the jail booking. If the order and roster seem to conflict, check their timestamps. Court paperwork may reach NNRJ after the judge acts, and the jail must finish processing before release. Preserve both records as a sequence rather than choosing one and discarding the other.
Northern Neck Jail Release Programs
NNRJ operates PreTrial Services, Community-Based Probation, and Offender Re-Entry and Transition Services for different purposes. A Richmond County pretrial participant must contact Amy Stowell by the next business day after release. A community-based probation referral must make contact within seven days. ORTS can support release planning, identity-document help, education, life skills, and agency referrals, subject to available funds.
These programs can provide context, but none replaces the movement record. Pretrial means the case is pending. Community probation differs from VADOC felony parole or probation. ORTS can assist before and after release without proving the custody event. Match the program to the court order and contact the proper office instead of treating every post-release requirement as parole.

Federal Northern Neck Jail Releases
NNRJ can house a federal detainee under intergovernmental arrangements while the U.S. Marshals Service retains legal custody. A federal person's disappearance from the NNRJ roster can mean a federal court release, transfer to another contract jail, or delivery to the Bureau of Prisons. It cannot be translated automatically into return to the community.
Use the federal docket for the court order, request NNRJ's movement destination, and consult the responsible USMS district. Search BOP for a sentenced federal prisoner. BOP's “Released” or “Not in BOP Custody” status confirms only departure from BOP; another authority or federal supervised release may still apply. Haynesville Closure Did Not Release
Haynesville Correctional Unit #17 closed in 2024, but that event did not release its prisoners from VADOC. The agency said affected people were relocated to other state facilities based on classification and security level. The active Haynesville Correctional Center remained open elsewhere on the same Richmond County complex.
This distinction matters when an old NNRJ or court record points toward state custody. A closure search result is not a person's executed release document. Follow the seven-digit DOC ID or verified identity through the VADOC locator, then request state facility history or release records if the public entry does not answer the question.
